Nope, it's the reverse. Krishna is not being offered, but He is being offered *to*. Krishnaaya is the 4th vibhakti form and means "to Krishna". Same holds for Govindaaya and Gopijanavallabhaaya. So the mantra "Kleem Krishnaaya Govindaaya Gopijanavallabhaaya Swaahaa" means "[i am] offering/surrendering to Krishna, to Govinda and to Gopijanavallabha". Your rigid view on Swaahaa invalidates so many mantras that are read without a material offering to a physical/material fire.
