can we make a chart without knowing ones birth time if yes then how plz guide

me.. for example here is a case---------

boys name; zam

dob: 5 jan 1967

time; donot know

abt him: he is tall n thin,youngest sibling,mechanical engineer,has one

son,long face,slight defect in left eye(hardly observed)

place of birth: chaibasa(jamshedpur)india
