It also depends on the native's consciousness, because you should remember that lagna indicates the true self (satya peetha) while Al indicates the liiusory self. So if someone strongly depends on the public opinion and the way others see him, then he will be strognly disturbed by a powerful badhak influencing the AL. But if he is spiritually more mature, then he will not disturbed so much by the badhaka on Al, rather the badhaka on lagna will give hindrances in his self-development. An interesting chart in this regard is that of Ramakrishna's. His AL is in Gemini, ocuppied by Badhakesa Jupiter. So astrong influence on AL, and indeed hsi plans for spreading his spiritual movement could not succeed until his disciple Vivekananda came (Sag Lagna). This also points out the nature of the Badhaka sign and its lord: its purpose is not to obstruct the advancement in any means, but to give difficulties in order to purify the native and make him more determined. Difficulties make us more serious. However for his lagna, Libra is the Badhaka house, where we have exalted lagna lord Saturn. So in his self-development, we could say, he was looking forward for challenges and difficulties. Saturn indicates someone who breaks conventions and establishes the traditional values adopted to the new system. This obviously is a challenging task. So you see the difference between the two, and an additional point is that both are retrograde, so this task of conquering difficulties came from hsi previous life. Finally, Venus as Badhakesa for lagna forms a "functional" Subhakartari yoga with Mars, I say functional because Mars is a malefic but he is also exalted. This combination is tough as it is a Bandhana yoga a the same time, but gives a lot of power to the lagna which is otherwise also strong.
