He represents tamas among the three gunas. There is no doubt regarding that. The meaning of "sattva" in the quoted verse is different. It is not one of the three gunas. Sattva also means strength and firmness. It is from this root word that the Hindi word "satta" came (which is today used in the context of political power). Mars is a tamasik planet who stands for the strength.
