If it is still unclear, then perfer the Moon constellation for starting Vimsottari. 4. If there are four or more planets in kendras from Lagna, then the application of Tara dasa is recommended. This general evaluation is only to decide whether to start the dasa count from Moon's naksatra or lagna naksatra. The principles mentioneb y you are not characteristis in this case. If any doubt arises, just prefer Moon's naksatra for Vimsottari. Switching to lagna is only justified if it's preeminently stronger than the Moon. Both emthods are valid, but they are used for different purposes. The first is used for brith time correction by the Vighati as per Jaimini. There are other uses also. Amsa rulers is a good question. I have made an article about this a while ago. However to my knowledge there is no literature, ancient or modern, giving practical hints about the use of amsa rulers whether for rectification or predictive purposes. If you can first learn how to use the D-charts for rectification, then you can make an attepmt at the amsa rulers also. Know the Deities and their qualities and judge accordingly. As for Deva-Raskasa-manusya, I didn't yet find any definite way to prove their influence for rectification.
