Question on Argala

Dear Friends,

 

I am little confused while reading COVA, and so seeking help.

 

On the chapter for 10th house (page# 425/426), Sanjayji writes that:

- Saturn in 10th has paapaargala on 9th and subhaargala on 12th.

- Simillarly for Ketu too.

 

>From IAVA (page# 89):

- Argala by benefic is called subhaargla and by malefic is called paapaargala.

 

Now the confusion here is obvious, I expect both the argala's to be paapaargala.

I don't understand why argala on 9th is paapa while 12th is shubha.
