This relates to various views of the learned on what constitutes Sun Rise. All the calculation of Graha spashta being based on the timing coinciding with degrees of Rising Rasi on eastern Horizon, this reference becomes relevant. The difference between Rising Sun appearing to be and truly being on eastern Horizon has to do with the refractions of rays caused through Horizon. I use the Sun's tip truly on the horizon. The reason being that what constitutes tip appearing would be the end time of Arunodaya ( or Sandhi). Center of the disc would mean that the Sun has already arisen halfway and the texts talk about Udita implying Rising. What one should use depends on one's interpretation of Udita.
