It looks like your prediction is going to come true regarding my brother's abroad trip. He recently appeared for an Interview and it looks like he will be going for visa in May or June. I usually look for connecting between 4th and 12 th house. 12 being house of foreign places and 4th being the bhava looked for residence. I do not see connection between the two houses.So permanently residing in foreign country may not traspire. The fourth lord is exalted as well as afflicted and retrograde. 4th lord budh is conjuct almost to the degree with mangal. mangal being 9th lord , is a Rajyog. however mangal will afflict the living significations ( meaning living relations like in this case mother and also spouse) . the seventh house, the house of relationships is afflicted by mangal and shani.He needs to be cautious when it comes to the relationships in his life. Is he married ? Because of shani aspect it indicates delay so I would be surprised if he is married at this point.
