Dear Tarun

 

all the planets represent the different energies/states. For example

venus and Moon represent the liquid state, and normal temperature.

Thus you can try to understand what is the meaning of exaltation and

debilitation in this context.

 

Venus is liquid state and thus finds its highest expression in a

ocean full of water. You might ask then why not moon. Moon is also

liquid, but it is water, the universal solvent. As you know water

quenches the thirst of people, and when water is mixed with seeds in

a land, the land becomes fertile and gives plenty of grains to eat.

Moon by nature is "giver" and venus the "taker"
