He is too young. However he does have a few good dhana yogas. Shukra

the 11th lord is in 8th and vargaottama. 2nd and 5th lords are

aspecting each other. Guru the natural dhana karaka aspects shukra the

11th lord from the second house.

 

Since he is so young right now that may mean good financial status of

the parents after his birth.

P.S. If you want to know whether the person will win a lottery, its

very hard to tell. I have followed some posts here telling about when

to buy a lottery ticket. if you put on your rational hat and ask

yourself how many astrologers have won lottery.? ..That will tell you

a story that no amount of cirmumlocution about dashas , differnt lagna

, or hora charts, or tithi pravesh or transits will tell you.

 

Unless we want to propose a theory that all astrologers are so out of

materialism that they don't even bother buying lottery tickets :-)
