I am neither Raghunath ji, neither learned but try to answer:

 

First and second seems very similar, if planet is bad-placed in Rasi

it gives generally bad period to the native (it is not so easy to know

which planet gives bad effect, it is not so simple that neecha planet

gives bad result). But - Yes it is true , planet well placed in Varga

gives good result pertaining to Varga but General Period will be bad

(if Rasi gives bad period).

 

> 3. If a Planet is Neecha in the Rasi Chart Does it mean is it still

able to

Neecha Bhanga helps a lot - if it is strong of course, functional

benefic don't help only indicates area of problem. Aspect by benefic

planet is too general question to answer.
