Rasi chart is the Mother chart and it contains the essence of a native's existence. Divisional charts show various aspects of a person's life in a zoomed-in way. Divisional charts can be regarded as independant or stand-alone charts, but will pertain to the specific area of the person's life. Hence, to my understanding, Divisional charts have their respective functional malefic/benefic/neutral planets. For example, the lagna lord of D-10 can be a planet which is a functional malefic in Rasi Chart. But in D- 10 it is bound to give benefic results only (depending upon its strength) as it is given the responsibility of protecting and promoting the native in his career field. Having said that, let me also warn you once more that Rasi chart must allow any significance indicated in a divisional chart to happen. If it doesn't allow, then no matter whether it is "locally" funcional malefic or a benefic, a planet will not be able to give its significance. Learned guru's will kindly correct and elaborate.
