My own personal opinion regarding this Karma Nakshatra is to use 27 Nakshatra, My this conclusion is also based 1. Balabhadras comment. 2. Parashara's instruction for calculation of upgraha Dhooma, Vyatipata etc. Which is based on Nakshtara size of 13*20', And he says Dhooma the distance of 11th Nakshatra from Sun destroys Karma (dhUmo nAma mahAdoshhaH sarvakarmavinAshakaH /Ch3 Santanam ed./) But, While Using Sarvatobhadra chakra use 28 Nakshatra.
