A person having great knowledge of astrological sciences may not necessarily be well versed in predicting events accurately. One the other hand, many village astrologers or non-professionals' words may come true. Making true prediction; 2nd and 5th houses should associate with natural benefics specially Jupiter. Unafflicted satvic bhavas (1,4,5,9) makes one morally sound and righteous (which is the gist of Parashar and Varahamihira's teaching to become a good astrologer). The topic has discussed many times. I have seen this come to pass in many charts of jyotishis but interestingly not in those of other astrologers (tropical, burmese, chinese,etc).
