There is no contradiction at all. The word "lakshmis" in this verse specifically refers to the gopies in Vrindavan. The gopies are the original lakshmis and the queens of Dvaraka & lakshmis of Vaikuntha are expansions of the gopies. For eg. Satyabhama in Dvarka is an expansion of Radharani & Rukmini an expansion of Chandravali. All the 16,108 queens in Dvaraka are expansions of 16,108 primary gopies of Krsna in Vrindavan. So when Prabhupada sometimes quotes this verse to prove the point that Lord Visnu is served by thousands of lakshmis is Vaikuntha, it is not a contradiction because lakshmis are expansions of the gopies and the Visnu forms are expansions of Krsna. No. This is explained in Lalita Madhava drama by Srila Rupa Goswami. Rukmini is a very submissive wife and thus embodies the mood of the right-wing gopi Chandravali who is also submissive to her lover, Sri Krsna. Whereas Satyabhama embodies the mood of Srimati Radharani who is the crest jewel of all left-wing gopies, who externally try to resist Krsna's advances and internally has a intense desire to please Krsna by enjoying with Him.
