chanting of 16 rounds

I have heard, that there may be some ISKCON devotees, who are socially

accepted as bonafide, but do not chant their rounds. Can we understand, that

in Srila Prabhupadas eyes, they are not even vaisnavas, but cheaters? Can

they be at all a part of ISKCON, if they do not follow the promises, which

they have given while entering ISKCON? Also, can we say, that if one doesn't

follow rules as given by Srila Prabhupada, and makes some philosophy out of

it, he is considered by Srila Prabhupada as sahajiya?
