Srimad Bhagavatam presented the situation of the soul while in the womb of

the mother, that is being of the prayerful and repentance nature, and thus

made a promise of rekindling his relationship with the Supreme Lord once he

is out of the womb. However upon getting out of the womb, he immediately

forgets all the promises made etc.

Regarding your questions on whether all souls pray including the demons. In

reality, there is no demon soul. Soul is pure and thus divine by nature, as

he is part and parcel of the Supreme Lord, and the Lord's eternal servant.

However material association makes him forgets this nature, and thus

temporary dress of a demon is worn by him. As Srila Bhaktivinoda Thakura

clearly demonstrated in the Jaiva Dharma that the soul's material nature is

consequential of occasional duties that was adopted by the otherwise pure

jiva. Jiva is pure by nature and eternal servant of God. However occassional

duties or material duties awards him temporary designations.

I have never read that only devotee souls make prayers in the womb. Since

soul is pure by nature, there can be question of devotee soul or demon soul.

The soul is soul, eternal servant of Krishna. In Krishna lila, any demons

killed by Him, immediately attained their eternal status.

What a nice e-mail, Isvara prabhu. Thank you.

I wanted to say that the idea of "devotee souls" sounded a bit elitist

to me, but I didn't want to get my head bitten off! :-)
