bali's previous life? is vamana avatara nitya lila or naimitika?

2 nice questions came in SB class last dec. when I was in Sydney.

 

I wrote this letter to you all In dec, but I didn't get an answer.

 

(1) Who was Bali in his previous life before he became Bali?

 

Was Bali "made" a devotee by Prahlada Maharaja? (certainly Virocana was a

devotee of siva and not vishnu)

 

(2) Is the Vamana avatara manifestation eternal? Meaning the pastime of the

Lords manifestation as Vamana-dwarf brahmana_ and cheating Bali is eternal?

 

or only within material worlds? a naimitika avatara?
