This is what I found (from Vaisnava kantha-hara):

 

"One should pick the Tulasi leaves after clapping his hands twice, O best of

the brahmanas. While picking these leaves, no branches of Tulasi should be

shaken. If, while picking tulasi leaves, any branches are broken, the

Supreme Lord Hari, the husband of Tulasi, feels pain in his heart.

If the tip of the branch (manjaris) or leaves fall to the ground due to old

age, they can still be used to worship Sri Govinda, the killer of the Madhu

and Kaitabha demons." The reference given was Padma Purana 24.42, 43, 44.

Best is to avoid stepping on them by picking them up on time as it is a

great offense to Tulasi Devi. But if it happens, I would treat it the same

as above, wash and offer.
