Vedic literature is very variant in order to serve all people (situated in three gunas). They have different desires and therefore specific sastras support their tendencies while encouraging them to upgrade to higher gunas, to gradually reach Visnu-bhakti. "Therefore it is to be concluded that the Brahma-sutra is explained vividly in Srimad-Bhagavatam. Also, what is explained in the verses of Srimad-Bh€gavatam has the same purport as what is explained in the Upanisads." (CC Madhya 25.98-100) Plus Sri Caitanya Himself discovered Brahma-samhita. So these are our topmost pramanas. I didn`t find some > fragments that deny the supremacy of Lord Visnu. Yes, see my above answer. But there are some narrations about supremacy of Siva over Visnu. E.g. Vayu Purana (tamasika Purana) tells a story how at the beginning of creation Visnu and Brahma argued who of them is supreme. Then saw a gigantic column of fire and to find its ends Brahma went up and Siva went down but couldn't reach any end. After that Brahma figured out that this is actually Siva linga and worshiped Siva in this form. Then Siva appeared to them and told them that he is satisfied with them, they are parts of his own body and blessed them with devotion to him. Hope this helps. Your servant, bh.
