It is > stated in the Nectar of Devotion. > Letter to: Kirtanananda -- Honolulu 31 May, 1975 I've always thought that "One should not circumambulate in front of Sri Krsna." refers to not to circumambulate someone else, as to circumambulate someone means to offer respect to her or him, and one shouldn't do that infront of the Deity.
