As far as I heard it, Panco was in Mayapur and just hanging out without any service. When this came to Srila Prabhupada's attention he got angry and told him to "go and plough the fields" if he didn't have anything better to do. So Panco actually did that, at least for a very short while. As I understood it, Prabhupada was being sarcastic and meant that as a sannyasi Panco should go out and do some preaching and if he didn't have enough gumption to do that he wasn't fit for anything except ploughing the fields.
