There is a difference. TKG was not punished by being removed from America in early 1976. He was rectified by being sent to China. This achieved the goal of solving a very contentious issue in America and at the same time kept his errant disciple positively engaged in the process of purification. Srila Prabhupada's only goal was to purify us; he never saw the arrangements he made as punishments. As he told me in Hawaii in May 1976 when I questioned him about the difficulties ISKCON was having in Germany at that time, "Krsna does not punish His devotees."
