Every one suffers according to one's own past karma, although incidentally the apparent reasons may be many. That is even though one may seem to be innocent in the current context, neverthless, one suffers because of one's past karma only. I remember in SB 12 th canto when king Janamejaya performs a sacrifice to kill all the snakes in the sacrificial fire, Brihaspathy intervenes and stops him from killing Takshaka who had taken shelter of Indra. There it is explained that many innocent snakes are burnt to ashes, but it is explained neverthless they died in the fire because of their own past karma, even though they were innocent. Similarly many incidents are explained in SB where apparently innocent persons are punished, but it is expalined in the purports they were suffered/punished due to their own past misdeeds.
