The examples and stories which you have cited of living entities entering Vaikuntha planets by bhaktya-abhasa is actually personal liberation. This personal liberation is actually *significant* fruit of bhaktyabhasa and not *insignificant* fruit like impersonal liberation, or *insignificant* personal liberation where the jiva desired his own pleasure and not the pleasure of the Lord. This liberation even though personal liberation technically, it is as good/bad/insignificant as impersonal liberation as in both the cases the jivas desired their own sense enjoyment. That is they enter Vaikuntha by personal liberation or brahmajyoti by impersonal liberation for their own safety and security and enjoyment. There is another third type of personal liberation which is achieved by pure devotees, who enter to Vaikuntha planets to serve the Supreme Lord and not for their own enjoyment, but for the pleasure of the Lord. This third category comes under 100% pure devotion unlike the first two. These devotees are ready to go even to hell *birth after birth* to serve the Lord, and if the Lord wants they don't mind going to Vaikuntha planets. So the conclusion is "This liberation which is insignificant of Bhaktya-abasa is impersonal liberation, or personal liberation which is equated to impersonal liberation, because the jiva went there for his own pleasure and not the pleasure of the Lord. It is not that factual/true liberation which is a result of loving devotional service. Sometimes this factual liberation may end up in the 4 types of personal liberation, also which should not be confused with the same four types of personal liberation where the jiva desired his own pleasure, and not the pleasure of the Supreme Lord.".
