"Avisatam" is a present participle ("who are entering" or "who have entered"). If you chose to take in the first, literally present, sense, you might get away with applying this statement to those who haven't yet entered family life but are in the process of doing so, or are considering the possibility of doing so. But note that Srila Sridhara Svami glosses "grhesv avisatam" as "grhesu pravistanam", using the past participle "pravistanam." He choses the second, definitely past sense, which can only refer to those who are already householders. So the Lord is talking to the Pracetas about their future grhastha life.
