In Dallas Srila Prabhupada used to ask the girls and ladies to offer "full obeisances" & when ladies came to get their initiation beads Srila Prabhupada would ask the ladies to offer "full obeisances" So I too don't know where this came from. At Tirupati I have seen several very wealthy ladies offer full obeisances... even circumnabulate the Deity offering Dandavats, and sometimes rolling around with another lady there to make sure the sari stayed down. ISKCON sometimes tends to codify something that is usually done according to time, place and circumstance. Sometimes this happens because of some agenda on the part of one or some, senior devotees. Sometimes it doesn't really matter so we just go on and accept it but that doesn't mean that it is a Vedic injunction. Somehow I remember this one coming from Jayatirtha.
