Well, I asked Srila Krsna Ksetra Prabhu, today after the lecture, wich is the reason for this, and he said, that there are diferent reason, for example: it seems to be that in dvadasi, the moon as we all know, have strong influence on living entities, so not only on Tulasi, probably in all the plants, it is not good to collects Tulasi leaves. But the most important thing as Srila Prabhupada said, about many things is that it is written in the scriptures. It is recommended to chant the Tulsi stava on Dvadasi,that has been mentioned in Pama Purana.And also to chant Tulsis eight names. Vrindavani,Vrinda,Visvapujita,Puspasara,Nandini,Krsna Jivani,Visva Pavani,Tulsi.
