(Bg. 3.13) You can find further explanations in the Srimad-Bhagavatam about offering food to Krsna and making sure it's offerable. To determine if devotees can eat ice-cream means it is related to Krsna katha for the devotees are related to Krsna. If the devotee is eating the ice-cream for the satisfaction of his tongue, then he is not acting as a devotee (BG 3.13).
