Here's more references which without consideration of context and person

involved would pretty much rule out most congregation members from doing any

offering:

Hansaduta: No, no, no. They were cutting up our vegetables which are

going to be cooked and served to the public.

Mahamsa: No.

Hansaduta: Yes, right over there by the fire.

Prabhupada: No UNINITIATED person should cook. Brahmana cook.

Mahamsa: What about professional cooks?

Prabhupada: Real brahmana.

[Conversation: 12/12/1976]

On making offerings to Deities (Bhag. 7.5.23-24):

"...to one's forehead in a curved way, (l) to enter the temple without

having washed one's feet, (m) to offer the Deity food cooked by an

UNINITIATED person, (n) to worship the Deity and offer bhoga to the

Deity within the vision of an uninitiated person or non-Vaisnava, (o)

to offer worship to the Deity without worshiping Vaikuntha deities like..."

Sounds like those quotes are simply referring to initiation status. These

days most initiated devotees are part of the congregation and don't live in

the temples.
