Phani-bhusana would also be a natural synonym for Naga-bhusana, which

is a name of Garuda given in the Garuda Upanishad:

 

...

evaM dhyAyet trisandhyAsu garuDaM nAgabhUSaNam |

viSaM nAzayate zIghraM tUlarAzimivAnalaH || 5 ||

 

(Very roughly: "For one who meditates in this way at sunrise, noon,

and sunset on Garuda, who is decorated with snakes, all poisons are

destroyed very quickly, just as ??? is consumed by fire." I'm not

sure what "tUlarAzim" means, but "ivAnalaH" should mean something

about a process similar to burning by fire.)
