It was specific GBC policies that set the improprieties in motion. If anybody's guru maharaja played a part in that, then those devotees (gurus) are also responsible. So, it is a good thing some consider the GBC to be devotees of substance, or Srila's argument with them would force us to think of him in an offensive manner.
