Where has such a promise been made? It certainly flies in the face of BG

16.19

: "Those who are envious and mischievous, who are the lowest among men, I

perpetually cast into the ocean of material existence, into various demoniac

species of life."

 

Note "perpetually." Perpetually, there is someone being cast into material

existence, so there cannot be a situation where all souls have reached

Krishna.
