All Glories to Sreela PrabhupAda.. one one hand srila Visvanatha cakravarti mentions in his "vrndadevyastakam" verse 7, that tulasi is the form of vrndadevi in this world. on the other hand, brahma vaivarta purana mentions that the gopi viraja is the form of tulasi in this world. how to reconcile the differences? as Tulasi devi's form in the spiritual world is a gopi, and is a "tadiya" vigraha, so it appears She is in the Shakti tattva, not Jiva tattva category, is there any sloka pramana to this effect?
