As the cows walk the Vraja dust is raised. So when the cows are returning to Nandagram in the evening, that dust which is raised by the hooves of the cows comes down and covers people, covers Krishna also. So Pandu means whitish or pale, and ranga means color or complexion. So it is that color, complexion of Krishna, when he is covered with that dust, Vraj, Vrndavana dust, which is whitish.
