This is an interesting topic that to be further elucidated would require

research. Are, as Bhanu Maharaja suggests, there other ragas associated with

prabhat other than prabhati?

 

In Bangladeshi kirtan, prabhati-sur is standard in the predawn hours. Other

(maybe, 'certain other') ragas are not allowed.
