Very nicely put. I belive it was never Prabhupada's plan to have 80% of his society shudras. When one does even shudra's work for Krsna in right counsciousness he is higher then any other varna. I don't think that this is the question of them not wanting to do this job. It is just that the association (or sanga) is not that good for western devotees.
