There are some basic instructions from SP on how to do it. He mention some practical ways to do it. But if you want my 'opinion' then I this is what I think: 1) Mission/Goals should be outlined. 2) Objectives and types of courses should be put down. The principle of stages of education according to the varnas can be helpful ie one who knows all the subject is a qualified teacher/brahmana. Manager course should include everything except specifically brahminical subjects. Vaisya/businessman course will exclude ksatriya training. Basic training in KC, VA and vaisnava obedience should be for every applicant. 3) Details of the plans and outlines of the courses should be worked out by educational professionals in ISKCON (HDG collage and Oxford Projet. Maybe VTE should also take part in it). 4) It should be approved by the brahminical body (for example GBC or GBC subcommittee) 5) One or two institutions should start working in a year or two. It should include a correspondence courses too. Initially the output of the VAC will be to produce the brahmanas/teachers who could open this courses in the local temples. >How would we get the proper teachers and how would we attract the devotees >to actually come there? First will attract the second. Ones you have really good teachers devotees will come. EC will be making official statement on the social security (meaning protection of old man women and children in ISKCON) and education principles in this connection. Now it is essential to create brahmanas who can teach devotees, congregation, patrons, LMs, friends etc. Before that any attempt to introduce VA labels (doesn't matter how you label devotees: shudra, mahajana, harijana or sevaji) is a mess and not much different from what Kirtananada did in NV. Unnecessary changes based on the non-educational ways will bring a disaster when leader leaves. Hope it helps.
