You said it before I never objected. But I think that guru can manage and guru can teach, (but not necessary in the same place, just to avoid the guru-king syndrome.) The problem comes when he manages predominantly his disciples or followers, then he can go absolute if he is not humble. So the main problem was that _because_ he is manager therefore he should be worshiped. Worship should be done according to the actual level of advancement (as a madhyama adhikari). It is not needed to worship a guru as an uttama adhikari if he is not (something Kritanananda dasa never agreed to right?). In the same time why would uttama-adhikari insist to have worship as uttama? Abhirama often said that the part of the ceremony of coronation is to take dust from the doorsteps of all the subjects, even lowborn etc,. So the king will be humble and see himself as a servant of others not master. But I really like your idea that the two functions should go separately. But even if you are right wouldn't Kritananda (say) find a faithfull disciple to be his disciple-king and rule throught him? Just a thought...
