I found the text of Srila Madhva where he says that. sva-vihita-vRittyA bhaktyA bhagavad-ArAdhanaM paramo dharmaH. My rendition of this verse as quoted above is based on the traditional mAdhva explanation by a mAdhva scholar shrI vishvesha tIrtha (from one of the aShTa-maThas) in an English book published by Bharatiya Vidya Bhavan entitled gItA-sAroddhAra.
