I might be treading philosophical thin ice here, but isn't Krsna, or more

possibly Radharani, the final agent deciding who experiences prema bhakti, and

that such personalities work through the paramapara system, specifically the

guru/disciple relationship. Further, such personalities are not confined by

this relationship, as I do recall Srila Prabhupada commenting how it is

possible for a disciple to surpass his guru in devotional advancement. Of

course, a real disciple would never think in that way.
