Whether free is practical or not, I am sure it will vary with circumstances. What is a fact, is that practically every established college and university offers education to students at below cost. This is made possible through endowments that generate income for the schools to use to lower tuition costs , and to provide scholarships for individuals. Long term success will require emulaing the models of already existing schools in this regards. Depending on cash flow to maintain things is very iffy.
