It should be encouraged. But if they are agreeing to do the above for the cow citizens why can't they do similar things for the people citizens and go to each temple or farm and inspect the VAD counseling facilities and curriculum in the varnasrama college that is supposed to be in EVERY center? I don't think we really "owe" them anything. This has been their assigned prescribed responsibility and they have neglected it up to this point. This a chance for reformation, I agree, but swift retribution must follow continued neglect. The citizens MUST demand a bottom line result. > They've said > they will do this. I would remind them that they will be spending a LOT of lives in the material world for each hair on bodies of the cows they neglect while holding the title of "leader".
