Samba didn't meant only leaders, if I understand it right. He meant also usual devotees, who got more or less stable material situation, got an initiation or two, and who think that "everything is Ok, if someone has problems, that means he doesn't follow the process". A conservative part of devotees, which is most prominent in our society. The consumers. Please, don't misunderstand me, I don't blame anyone and call the blind followers.
