Some can take care of their own spiritual and material lives, but others cannot or SHOULD not have to. That is the meaning of leaders; they protect the innocent and weaker or less intelligent or otherwise less qualified classes of humans/living beings under their charge. This means instituting varnasrama-dharma which is the ONLY authorized social system which can help all humans develop their spiritual and material lives into parallel paths of the highest success - love of God. Righteous leaders MUST do this or they are cheating their citizens and both will suffer the consequences. It is not a cop-out to expect leaders to implement varnasrama-dharma; it is their JOB.
