Otherwise we are simply making so many arrangements on paper only. Chanting really is the root of everything auspicioius in Kali yuga. For instance, in VAD, the brahmanas were only a small portion of the population, yet their positive influence was felt through out. The ksatriyas can make all the administrative arrangements they like, but if there is no substance, it will not accomplish anything. Ksatriyas were encouraged to cultivate brahminical culture within their jurisdication. Cultivating brahminical culture does not mean a ksatriya gets a lobotomy and then has some zonal brahmana take over his thinking processes.
