Here´s an interesting bite from Chanakya Pandit (Maxims from Chanakya

(Arthasastra), V. K. Subramanian, reprint 1996, bought in the local Hare

Krishna store;) =

 

CAUSES OF PEOPLES DISCONTENT

----------

a.

By not giving donations which ought to be given and accepting donations

which should not be taken.

----------

b.

By not punishing the guilty and severely punishing the innocent.

----------

c.

By arresting those who should not be arrested and not arresting those

deserving to be arrested.

----------

d.

By the stoppage of righteous and appropiate customs.

----------

e.

By the encouragement of unrighteousness and the discouragement of

righteousness.

----------

f.

By doing what ought not to be done and preventing what ought to be done.

----------

g.

By harming important leaders of the people and dishonoring respectable ones.

----------

h.

By estrangement of elders, by nepotism and falsehood.

----------

i.

By not repaying for what was done (in help) and not doing what was agreed to

be done.

----------

j.

By undertaking schemes which result in loss and stopping those which result

in gain.

----------

k.

By not protecting the people from thieves and robbers and enriching himself

at their cost.

----------

l.

By preventing manly endeavour and criticising good work.

----------

m.

By the disrespect shown to the good ones and the encouragement of the

unrighteous.

----------

n.

By acts of unprecedented and unrighteous violence.

----------

o.

By the stoppage of righteous and appropiate customs, by the encouragement of

unrighteousness and disregard of righteousness decadence, avarice, and

disaffection are generated in the people.

----------

p.

By the destruction of security and welfare of the people due to negligence

and laziness of the ruler.

----------

q.

Impoverished people go over to the enemy or destroy the ruler themselves.

----------
