And also, it's a bigger, or shall we say "unneccessary", effort to visit someone who's less closer to you, right? Besides, God anyway visits who deserves him only. That's Hindus, only. However, apparently Krsna appears "whenever and wherever there is a predominant rise of irreligion..." He says so. And, yes, there must be also the reason, you are right: "To deliver pious and to annihilate the miscreants as well as to reestablish the principles of religion". Krsna is saying, for those who might not know yet. It seems like a whole package... Or shall we understand that only "pious" is what refers to "her people" only?
