I suspect that as a society we are growing, often painfully, in appreciating the sophistication and depth of the guru/disciple relationship, and previously we suffered from a less mature appreciation and thus encouraged more superficial policies. I don't believe ISKCON is currently setting policy where gurus and acaryas a voted as such by a committee, but setting policy that regulates minimum standards for behaviour deemed acceptable by ISKCON according to scriptural regulations and such. I appears the brunt of responsibility of the guru/disciple relationship lays on the shoulders of both the guru and the prospective disciples. As ISKCON matures, hopefuly there will be more sadhus who can give prospective disciples balanced and intelligent advice based on sastra how to better approach this important issue. ISKCON leadership will also hopefully continue to mature and be able to provide a more confidence inspiring example.
