In the case of Mrgrari the hunter, Narada Muni recommended that he kill the animal than to let is suffer needlessly -- though that situation is not under the same set of circumstances that you are referring to. So it seems a human can make advancement under adverse situations, while an animal might appear to be simply buying time, more or less. Maybe if the animal is in agony with no immediate relief in sight? Apparently a horse with three legs will only starve to death in pain - their broken leg will not heal out on the open prairie.
